Computerized Financial Management System
Under the Institutional Development component, PMDFC developed a computerized software for the maintenance of TMA accounts, which are currently being maintained manually. So far Computerized Financial Management System has been installed in Phase-I (34) TMAs and the process is started to install this system in remaining TMAs of Punjab excluding city district governments. CFMS was developed keeping in view the current process of budgets and accounts in TMAs and can generate reports identical to the reports produced manually. In order to use this system, PMDFC provided hands on training to the TMA staff and also provided computers, printers, and UPS to these TMAs.
To verify the authenticity of the system, CFMS was audited by Anjum Asim Shahid Rahman, a well known firm of Chartered Accountants. In this audit CFMS was thoroughly audited for assessment of functionality of CFMS for TMAs, controls in the CFMS on input, outputs and processing of data and assessment of CFMS as primary FMS systems of TMAs. After reviewing these details of the system, Anjum Asim Shahid Rahman recommended that CFMS has the potential and capability to replace the existing manual system of the TMAs and therefore can be replicated in other TMAs as well.
In addition to computerization of budget and accounts, the TMAs have also entered the data of 105,095 water consumers and 7,153 shops in CFMS. This data can readily be used not only by the TMAs but also by other provincial and federal government departments for reporting and data consolidation purposes.
